What makes an Award winner?

Any new screenwriters ever ask themselves this question? Do any pros out there know the answer? On what criteria do the award committee members base their decisions?

In theory, groups choose award winners based on the ambition of a project and the execution shown in the results -- as it relates to a given aspect of the craft.

(Of course, in a business based so heavily on networking, popularity within the ranks can sometimes trump accomplishments.)
